   CNPC News The 2018 Petrochemical Industry Development Conference was held in Beijing. The reporter was informed that since the "Thirteenth Five-Year Plan", significant progress has been made in the structural transformation and upgrading of China's petroleum and chemical industry industries. In the first quarter of this year, the entire industry continued to maintain a stable, steady, and sound quality development trend. In the new historical period, the entire industry will further deepen reforms, expand openness, innovate development, transform and upgrade, and strive to complete the five strategic tasks of industrial restructuring. Taking this conference as a timeline, the oil and chemical industry officially opened the curtain for commemorating the 40th anniversary of the reform and opening up.
 
Li Shousheng, president of the China Petroleum and Chemical Industry Federation, made the keynote report of “Accelerating the new journey of high quality development, striving to create a better future for the petroleum and chemical industry”. He said that since the party’s 18th National Congress, the Party Central Committee with Comrade Xi Jinping as the core has clearly defined the main line of work for supply-side structural reforms. Promoting the transformation and upgrading of the industrial structure of the petroleum and chemical industries and deepening structural reforms on the supply side are the inevitable choices to promote the development of the industry from high-speed growth to high-quality development. China's oil and chemical industry is focusing on “removing production capacity and supplementing short-boards” and focusing on “adjusting structure and promoting upgrading”. It will focus on promoting supply-side structural reforms, vigorously implementing innovation-driven and green sustainable development strategies, and actively nurturing strategies. Sex and emerging industries promote continuous optimization of industrial structure, product structure, organizational structure, and layout structure. Since the "Thirteenth Five-Year Plan", significant progress has been made in the structural transformation and upgrading of China's oil and chemical industry industries. First, the overcapacity situation in traditional industries has been effectively contained. Second, the cultivation of strategic emerging industries continues to accelerate. The third is the formation of a number of new economic growth points with technological content, scale effect and high-end level. Fourth, there has been a new leap in the level of green development of the industry.
 
Li Shousheng stated that in 2017, the main business income of the industry was 13.78 trillion yuan, an increase of 15.7% over the previous year; total profit was 846.2 billion yuan, a year-on-year increase of 51.9%; assets totaled 13.03 trillion yuan, an increase of 5.4%. The major economic indicators have reached the highest growth rate in six years. In the first quarter of this year, the entire industry continued to maintain steady, steady, and steady quality development. The main business income was 3.12 trillion yuan, an increase of 11.4% year-on-year; total profit was 229.6 billion yuan, a year-on-year increase of 22.7%. The share of special chemicals, fine chemical products, new chemical materials, etc. in the industry's total revenue, profit, and investment has further increased, and the economy has been operating more smoothly and the favorable situation has been further consolidated.
 
Li Shousheng emphasized that the new round of scientific and technological revolutions and industrial changes in the world are poised to take off. In particular, the deep integration of a new generation of information and communication technologies with the manufacturing industry has spawned a variety of new technologies and new forms of business such as smart manufacturing and sharing of the economy. The competition in the field of technological innovation is further aggravated, and the external environment for technological innovation in China's oil and chemical industries is not optimistic. We should fully realize that the new round of global scientific and technological revolutions and industrial changes are not only a major opportunity but also a major challenge facing the industry. In the new historical period, the industrial restructuring of the entire industry must focus on completing the five major strategic tasks. The first is to firmly seize the world energy pattern and reshape China's new energy strategic opportunities. At the end of the “Thirteenth Five-Year Plan”, efforts were made to break through a group of world-class energy technologies and new energy technologies, and the proportion of new energy such as shale gas in energy supply was greatly increased. The second is to work hard to create a strategic opportunity for the overtaking of corners of new chemical materials in China. The focus will be on new breakthroughs in certain areas with relative advantages such as polyurethane materials, engineering plastics, special engineering plastics, organic silicon materials, organic fluorine materials, special rubber materials, and water treatment functional films. The third is to vigorously explore the upgrade demonstration of the development of modern coal chemical industry in China. Modern coal chemical industry must adhere to large-scale, base development, rational planning and layout of CO2 comprehensive utilization and modern coal chemical demonstration projects, focusing on the use of resources, product structure, environmental protection, resource utilization and other areas to achieve greater breakthroughs. The fourth is to bravely take on the new role of China's oil and chemical industry in green development. It is hoped that by the end of 2018, energy consumption, carbon dioxide emissions, and water consumption per million yuan of industrial added value in the industry will fall by 8% from the end of the “Twelfth Five-Year Plan” period, and all corporate pollutant emissions will reach the standard. The industry-wide HSE and Responsible Care work has reached a whole new level. The fifth is to fully start the journey beyond the China Chemical Industry Park. Strive to reach the end of the “Thirteenth Five-Year Plan” period and build 5 to 8 new industrialization industrial demonstration bases with petrochemical and chemical industries as their leading industries and with global influence, and build a batch of chemical industry bases with industrial competitive advantages.
 
During the conference, the 40-year report on the reform and opening up of the petrochemical industry, reviewing industry development achievements and experiences, and looking forward to the industry development opportunities and challenges under the new normal, has become a major highlight. Gu Zongqin, Director of the Petroleum and Chemical Planning Institute, made a report on “Forty Years of Reform and Opening-up, Exuberant Progress”; Qian Xingkun, Secretary of the Party Committee of the China National Petroleum Institute of Economics and Technology, made “The Progress and Achievements of China’s Petroleum Industry Reform and Opening-up for 40 Years” "report. The report will open a series of events marking the fortieth anniversary of the reform and opening up of the petroleum and chemical industries. The industry will continue to launch a series of commemorative activities in the next step.
 
In order to look into the future of chemical industry development, this conference also hosted the launch of the new book "Creating the Next Future - Prospects for China Petroleum and Chemical Industry in 2030". The next decade will be a crucial period for the transformation of the petroleum and chemical industries from large to strong. This book was jointly launched by the China Petroleum and Chemical Industry Federation and McKinsey & Company, and it covers many aspects and levels from industrial development, enterprise development, green development, international capacity cooperation, park development, digital development, talent cultivation, and multinational company development. The future of China's oil and chemical industry has made full-scale predictions and prospects, drawing a picture of China's oil and chemical industry more comprehensive development in the next decade.
 
The conference released the “Key Early Warning Report on Production Capacity of Petrochemical Products”, and solicited opinions on the “Public Petrochemical Green Craft List (2018 Edition)” public announcement, and organized 4 topics including smart manufacturing, oil and gas, green development, market and innovation. At the forum, the participants held discussions on issues such as the construction of smart factories and smart parks, energy and chemical product market analysis, petrochemical downstream product development, industrial transformation and upgrading, green development, and crude oil futures.
 
Lu Sanjian, Deputy Director of the Department of Industrial Coordination of the National Development and Reform Commission made a report on “Promoting New Thoughts and New Requirements for the Green Development of the Petrochemical Industry” at the conference; Pan Aihua, Deputy Director of the Raw Materials Industry Department of the Ministry of Industry and Information Technology, made a new situation in the petrochemical industry and “Major work report”; the deputy director of the Macroeconomic Research Office of the Economic Forecasting Department of the National Information Center and senior economist Niu Li made a report on “Macroeconomic Situation and Policy Orientation in the Era of High Quality Development”. Leaders of industry leaders and high-level representatives from domestic and foreign companies such as PetroChina, Sinopec and BASF exchanged views on issues of common concern to the industry. More than 600 representatives from the petroleum and chemical industries attended the conference.
