The ROK president, who is on a state visit to Russia, met with Russian President Vladimir Putin in the Kremlin on the afternoon of the 22nd. Both sides gave positive comments on recent changes in the Korean Peninsula’s diplomatic security situation, including the denuclearization of the Korean Peninsula, the establishment of a permanent peace mechanism, and cooperation programs for the common prosperity of Asia and Europe. After the talks, Wen Zai and Putin issued a joint statement containing 32 pages of content. On the evening of the same day, Wen’s wife, Mr. Jin Zhengshu, attended a welcome dinner hosted by Putin.

According to the report of the Yonhap News Agency on the 22nd, in the talks with Putin, Wen said that he hopes that Russia will play a constructive role in realizing the denuclearization of the peninsula. Putin said that Russia will continue to work hard to peacefully resolve the Korean nuclear issue and achieve permanent peace and stability in Northeast Asia. The two leaders agreed that the recent changes in the situation in the peninsula will also have positive effects on the tripartite cooperation projects between South Korea, North Korea and Russia. After substantial progress has been made in the denuclearization of the peninsula, the international environment is expected to mature further, and the Korea-DPRK-Russia cooperation project will be fully promoted. As the current preparatory work, relevant institutions of the two countries will be promoted to jointly study the economic and technological issues related to the connection of railways, power grids, and natural gas pipelines.

Wen Zaiyi also introduced the Korean-Russian cooperation program at this meeting. According to a joint statement issued after his meeting with Putin, the two countries will formulate the "Nine Bridges Strategic Plan" action plan. In the economic and trade area, the two countries will promote the diversification of the economic and trade structure and cooperate in implementing the matters finalized by the 17th Korea-Russia Economic and Technical Cooperation Commission. The two countries will also start the negotiation of services and investment in the free trade agreement as soon as possible and continue to discuss the conditions for economic and trade liberalization.

Before the meeting with Putin, Wen also attended the Korea-Russia Business Forum held in Moscow and delivered a keynote speech. In his speech, Wen said in his speech that he will negotiate with Putin to initiate negotiations in the field of services and investment in the initiation of the Korea-Russia free trade agreement and advance domestic procedures.

On the 22nd, Russia’s “Isle of Independents” reported that “South Korea hopes to let North Korea lose nuclear weapons with the help of Russia.” According to a report, there have been intensive political dialogues between the DPRK, the United States, North Korea and North Korea, and now the normalization of the situation in the Korean Peninsula has begun. Discussed between South Korea and Russia. Wen’s talks with Putin are of great significance to ease the situation on the Korean Peninsula. South Korea hopes to realize the denuclearization of the Korean Peninsula with the help of Russia.

However, there are also views that Russia’s influence on North Korea is not significant. Wen’s visit to Russia this time is only a courtesy visit. Russia’s “Kommersant” quoted Andrei Lankov, a professor at Korea National University, as saying that Seoul needs Moscow to help achieve the denuclearization of North Korea. This is the theme of the talks between leaders of the two countries. However, Kim Jong-un, the top leader of North Korea, has not yet met with Putin. For the economic cooperation project discussed by Wen Yizheng and Russia, Rankov also has doubts about whether it can implement the skepticism. The reason is that the three projects proposed by Wen Jiabao require huge investments. No company will bear the political risk of building such expensive facilities in North Korea. Russian political scientist Klutakov also stated that Russia and South Korea decided to transfer Russian natural gas to South Korea through North Korea and strengthen the tripartite cooperation project. The United States may not agree to these projects. Since the construction of natural gas pipelines is unfavorable to the United States, the United States may block the construction of pipelines that transport natural gas from Russia.
